If you were to email a popular local business and ask them if they would link your website to their website, is there anything you would be sure to tell them in that email, something especially persuasive?

Well, it changes with business types. If you can offer service to them when you develop your site, you can write about that. Or else, you can just write it sincerely and hope for the best. :)
