When you have VPS, is your site ever affected at all by others who are sharing your server?

On Linux plans, things like disk space and RAM are not shared. However, things like the disk transfer rate and CPU are shared. The disk transfer rate is 'burstable' up to 100 Mbps, and the CPU is speed is guaranteed to maximum purchased CPU.
