when i read about affiliate programs, i often read about "qualifying leads." what does this mean, precisely?

qualified leads, essentially means the user is in a qualified/accepted position to buy the good or service you are selling.
so if someone is looking to buy house then he or she is qualified for a mortgage. therefore he or she is a qualified lead.
