Is betting online always illegal, or are there exceptions? (Not that I'm interested in online betting, just curious about the legal issue, that's all.)
In Canada/US, online gambling is not illegal. The UIGEA (Unlawful Internet Gambling Enforcement Act) has made it more difficult for online gamblers to transfer money directly to/from gambling sites, but it is completely legal for the companies to operate the site and for players to play on them.
The UIGEA has mostly affected the processes of financial institutions.
(I'm not an expert on the subject though, so don't quote me on this)

Online gambling is neither "always illegal" or "never illegal" because each country has it's own set of laws. The laws that apply to you depend on where you live.
Online casinos are illegal in the U.S. As a result most online casinos headquartered in the U.S. have their servers located in the Caribbean.
In Canada it is up to each province to either ban it or regulate it. Most have done neither. But the few gambling sites that did run into trouble moved their servers onto Indian reserves, which have their own government.
By the way, the UIGEA only applies to the U.S.

It varies from country to country, and even from state to state (within a country).
For example, Wikipedia says this about America (http://en.wikipedia.org/wiki/Online_gambling#United_States):
Some states have specific laws against online gambling of any kind. Also, owning an online gaming operation without proper licensing would be illegal, and no states are currently granting online gaming licenses.
