I was wondering what the phrase "open source" refers to. If a program isn't open source, then what is it?

"Open-source (http://en.wikipedia.org/wiki/Open-source_software)" means that a software's source code is freely available to the public.

If a software isn't open-source, it's closed-source. This means that the source code is not available to the public. Closed-source software is also called "proprietary software (http://en.wikipedia.org/wiki/Proprietary_software)".
