What's the difference between a reseller or reselling web hoster and a regular web hosting service? Is one cheaper than the other?

the reseller would be using the the regular web host in order to provide hosting service with their own spin. So often web developers who do many websites might offer a package deal with the website that includes hosting and maintenance. The reseller could offer affordable rates with a value add of their own services.
