what is the difference between vps management and parellel plesk manager it look same ..
and in plesk control panel > file manger , i cant find any button to del or upload or any other features like cpanel file manager ..

The "VPS Management" link in your control panel gives you access to the Virtuozzo Power Panel, which is included for free with every VPS subscription and gives you access to basic functions, such as changing your hostname in DNS or your password, viewing resource usage and statistics, file manager, etc.
The Plesk control panel is a fully-featured hosting management control panel and allows you to manage all aspects of web and e-mail hosting, including DNS management, mailbox setup / forwarding / webmail, FTP setup, backups, firewall, SSL certificates, SQL databases, etc.
There are links included within VZPP and Plesk that will take you back and forth between them. But they are actually separate control panels with a different purpose. VZPP will always be accessible when your server is down. This makes it useful if there is a problem e.g. to reboot your server.
