Open source web authoring tools

I am a reformed FrontPage user, and am trying to find a suitable authoring tool for building "open source" webs, using templates such as these:

Where might I find a good shareware or freeware tool? Can anyone recommend a good one, free or for sale?

How about: NVU - http://www.nvu.com/. I haven't tried it though.
