    How can you change the folder and file permissions on WordPress?

    you can change file permissions via any FTP client. for wordpress, you should give write authority to 'wp-content' folder. so you can upload files on wordpress. just get to 'wp-content' folder's updirectory and make a right-click on the folder, then choose 'file attributies'
