    Is Xcode the only set of tools you need for developing apps for Apple? Is it the best toolset to use when you want to create an Apple app?

    I dont think its the only one but probably the best one being put out by Apple itself

    JetBrains is an alternative to XCode, but not as popular as XCode yet.

    I think JetBrains and Objective C are the alternative of Xcode through which you can make applications for Apple.

    Xcode is the tool that are specially meant for Mac OS. Xcode package contains

    1. Xcode IDE.
    2. Graphical Workbench.
    3. Build System.
    4. Debugger.
    5. GCC Compiler.

    Xcode is easy to use and powerful tool for creating applications for Apple.
