I'm having a lot of timeout problems with my site. How can I tell if my provider's firewall has blocked my IP?

I am getting the same thing too. My post FTP Times Out speaks about it. It happens when I try to upload Joomla.

If I knew how to stop the firewall from causing troubles, I'd just stop it until I can upload a new site.

You can test FTP port connectivity using this;
telnet://www.everyport.net:21
If your internet provider block this port, you can send them a complain.
